Emergency fire safety may also involve shutting down hazardous systems or electricity to prevent the fire from spreading.

What does property fire safety involve?

Property fire safety involves a number of measures, including: 

  • Fire risk assessments: Landlords and freehold owners of residential buildings must conduct a fire risk assessment and take action to reduce or remove fire risks. Fire risk assessments should be reviewed annually, or more often if there are any changes to the building. 

  • Smoke and carbon monoxide alarms: Landlords must install smoke alarms on each floor of the property and carbon monoxide alarms in rooms with solid fuel burning appliances. 

  • Escape routes: Landlords must ensure that escape routes are clear and accessible at all times, and that everyone in the building knows the evacuation plan. 

  • Fire doors: Landlords should install fire doors and ensure they are regularly inspected and maintained. 

  • Electrical and gas safety: Landlords should inspect and test electrical installations at least every five years, and ensure that gas equipment is safely installed and maintained. 

  • Fire safety furniture: Landlords should ensure that any furniture they supply is fire safe. 

  • Fire safety information: Landlords should provide residents with fire safety instructions and information on the importance of fire doors.

Fire safety regulations in the UK

The main piece of legislation governing fire safety in buildings in England and Wales is the Regulatory Reform (Fire Safety) Order 2005 (FSO). The FSO applies to the common areas of buildings with multiple domestic premises, and to all workplaces. The owner or landlord is usually the Responsible Person for fire safety and has legal duties to: 

  • Carry out a fire risk assessment 

  • Put in place and maintain fire precautions 

  • Account for the structure, external walls, and flat entrance doors in the fire risk assessment 

Other fire safety regulations in the UK include: 

  • The Building Act 1984 and the Building Regulations 2010

    Set requirements for the fire safety of new buildings during design and construction.

  • The Housing Act 2004

    Landlords and property owners must comply with this act, which includes keeping escape routes clear and ensuring potential sources of fire are identified and cleared of hazards.

  • The Fire Safety (England) Regulations 2022

    Introduced additional duties for Responsible Persons, including sharing information about the building's external wall system with the local fire and rescue service.

  • PAS 79:2020

    A standard published by the British Standards Institution that provides guidance on fire risk assessment.
